The Ministry of Panchayati Raj has signed a Memorandum of Understanding (MoU) with Convergence Energy Services Limited (CESL) to set up electric vehicle (EV) charging and battery swapping stations on Panchayat land across India. The initiative aims to create new revenue streams for Gram, Block, and District Panchayats while extending clean mobility infrastructure beyond urban areas, including along highways and on Panchayat premises.
Under the agreement, the Ministry will coordinate with state Panchayati Raj departments to identify and monitor sites, while CESL, a subsidiary of Energy Efficiency Services Limited, will handle site assessment, installation, testing, operation, and maintenance. Speaking at a national workshop on the People’s Plan Campaign 2026–27 in New Delhi, Union Minister Rajiv Ranjan Singh also highlighted the Union Cabinet’s approval of the Pradhan Mantri Viksit Gram Swaraj Yojana (PM VGSY) for grassroots governance. Additionally, the Sixteenth Finance Commission has recommended total grants of ₹4,35,236 crore for rural local bodies across 28 states for 2026–31.
What it means
- Panchayats across India will gain new local revenue sources by providing public land for electric vehicle infrastructure.
- CESL will handle assessment, supply, installation, operation, and maintenance for EV charging stations on Panchayat sites.
