The Ministry of Civil Aviation has notified the Bharatiya Vayuyan Niyam, 2026, under the Bharatiya Vayuyan Adhiniyam, 2024. Coming into force on 1 January 2027, the new rulebook replaces the Aircraft Rules, 1937, and Part IX of the Aircraft Rules, 1920, alongside repealing the Radio Telephone Operator (Restricted) Certificate and Licence Rules, 2025. According to the Press Information Bureau release, the updated framework is designed to keep pace with developments in aircraft technology, operations, and financing while maintaining safety standards.
The new rules comprise 220 rules across eight chapters and six schedules, covering aircraft registration, airworthiness, personnel licensing, aerodrome operations, air navigation services, and aircraft operations. Notable provisions include a defined framework for aircraft design and certification, recognition of fractional ownership, and procedures supporting aircraft leasing and export mechanisms through the Cape Town Convention framework. The rules also introduce passenger-centric safeguards, including requirements for airfare transparency and digital tariff publication, alongside a graded penalty structure and decriminalisation measures for certain contraventions.
