India and the European Union have completed negotiations for India’s association with Horizon Europe, the EU’s flagship research and innovation programme. The agreement establishes a long-term institutional framework for research cooperation between the two sides.
The association allows Indian researchers, academic institutions, and industry to participate in funding calls under the programme through collaborative research projects. It also provides Indian participants with access to European research consortia and advanced research infrastructure.
The partnership covers Pillar II thematic clusters, which include health, digital technologies, industry and space, climate, energy, mobility, food, and the bioeconomy. The negotiations were formally launched in July 2026 following discussions under the India-EU Trade and Technology Council.
