VoiceOfGP government section graphic

The Coal Controller Organisation, functioning under the Ministry of Coal, has developed a digital decision-support platform named SUVIKALP to identify and evaluate post-mining land-use opportunities for closed and abandoned coal and lignite mines. The platform aligns with the Mining Plan Guidelines for Coal and Lignite Mine, 2025.

SUVIKALP uses a Multi-Criteria Decision-Making methodology based on TOPSIS to evaluate and rank repurposing alternatives by combining geo-mining features, environmental data, infrastructure availability, financial factors, and socio-economic parameters. It also integrates the RECLAIM framework to incorporate local community preferences into redevelopment plans, alongside the PRISM model, which offers strategic guidance and a knowledge repository of case studies and tender documents for project execution.

What it means

  • Mine owners and government agencies can evaluate repurposing alternatives using objective, site-specific data.
  • The platform integrates community preferences into project evaluation alongside technical and economic parameters.
  • The next implementation phase will turn system recommendations into feasibility studies and detailed project reports.
