The Telecom Regulatory Authority of India (TRAI) has issued the Telecom Consumers Complaint Redressal (Fourth Amendment) Regulations, 2026. The new rules allow consumers to file complaints, appeals, and service requests directly through their service provider’s mobile application, alongside existing web portals and complaint centres.
Under the amended framework, complaint centre support must now be available round the clock every day, replacing the earlier 16-hour system. Service providers must provide human assistance for at least 16 hours daily and equip dedicated desks or assistive technology for persons with disabilities. The window for filing an appeal after complaint disposal has been reduced from 30 days to 15 days, and appellate authorities must communicate decisions within 15 days.
The regulations apply to Internet Service Providers with more than 10,000 subscribers, removing the earlier ₹5 crore turnover criterion. Companies must also run a mandatory five-point feedback survey after resolving grievances and face financial disincentives for regulatory violations or delayed reporting.
