Speaking at the 2nd National Urban Conclave, NITI Aayog Member Rajiv Gauba called for major reforms in urban governance and planning to handle India’s expanding urban population, which is projected to rise from 50 crore to 85 crore by 2050. Citing a joint report by NITI Aayog and the Ministry of Housing and Urban Affairs, he advocated for directly elected mayors with five-year terms, a Mayor-in-Council system, and timely municipal elections.

Gauba urged state governments to devolve all 18 functions under the 74th Amendment to urban local bodies, including master planning, water supply, and traffic control. He also recommended improving property tax collection, regularly constituting State Finance Commissions, easing restrictive floor area ratio norms, and adopting the Model Tenancy Act to boost affordable rental housing.
