The National Urban Conclave concluded in Bhubaneswar with recommendations to reform urban governance, municipal finances, and service delivery across Indian cities. Addressing the valedictory session, Union Minister for Housing and Urban Affairs Manohar Lal noted that over half of the country’s legacy waste has been remediated, while NITI Aayog Member Rajiv Gauba urged greater devolution of powers and funds to empower smaller cities.

Key recommendations from the technical sessions include revising the Model Municipal Law of 2003, granting Mayors five-year tenures with defined executive powers, institutionalising a statutory ‘Right to Walk’, and linking funding under national urban missions to structural governance reforms by states.

The ministry also launched several digital platforms, including the Used Water Marketplace under AMRUT 2.0 to facilitate treated wastewater trading, the Urban Challenge Fund portal, an interactive municipal finance data hub, and CPWD Nirman for real-time project monitoring.
